LSA is proud to be part of Harlem PACT – a new partnership to strengthen services and quality of life for families living in public housing across East and Central Harlem. LSA supports more than 1,000 families living across 11 buildings, with three community coordinators based directly in public housing.
Harlem PACT
Harlem PACT is part of the citywide RAD/PACT program, which transfers management of select public housing developments from NYCHA to nonprofit and private partners. In Harlem, building operations will be managed by C+C Management, while LSA is responsible for providing resident support and social services.
Developments include UPACA 5, UPACA 6, Corsi, Jackie Robinson, 131 St. Nick, Morris Park, and TAFT Houses.
Our Role
LSA’s work focuses on improving stability, health, and access to resources for residents, using their input as a guide for services. We will maintain permanent offices in two of the eleven buildings, providing a consistent presence and easy access for families seeking assistance.

This project represents a significant expansion of LSA’s Family Support Services. It extends our reach, deepens our work in public housing, and builds on our long-standing commitment to improving health and opportunity for East Harlem families.
Services include:
- Case Management and Benefits Access: Bilingual (English/Spanish) assistance with SNAP and other public benefits, advocacy around housing or safety concerns, and referrals to legal, medical, and community resources.
- Eviction Prevention: Assistance navigating lease issues, rent arrears, and connections to emergency supports.
- Health and Wellness: On-site health access events and mobile services offering preventive screenings, vaccinations, and referrals; along with nutrition and wellness classes and workshops on asthma, pest control, and green cleaning.
- Mental Health and Wellbeing: Group sessions and workshops that include mindfulness, stress management, and cognitive behavioral strategies.
- Community Engagement: Resident-led events and activities that build connection, increase access to resources, and foster safer, more informed communities.
- Digital Access: Computer areas in community offices where residents can complete applications, access online services, or receive basic tech support.
